Why Do You Shiver When You Are Cold?
Shivering is your muscles deliberately doing useless work, because muscles are terrible engines and that waste is heat.

Your body defends one number.
Your core has to stay near 37°C. Chemistry inside you only works properly in a narrow band, so keeping that number is not optional.

The first move is to stop losing heat.
Vessels near the skin narrow, so less warm blood reaches the surface. Your hands and feet go cold and pale — sacrificed to protect the middle.

Then hairs stand up, which used to help.
Tiny muscles pull each hair upright to trap a layer of air. On a furry animal that is real insulation. On you it makes goosebumps and nothing else.

Only then does shivering start.
Opposing muscles are told to pull against each other. Nothing moves usefully, and roughly three quarters of the effort comes straight out as heat.

It is expensive and cannot last.
Hard shivering burns fuel several times faster than resting. It buys time to find shelter; it is not a solution to being cold.
Newborn babies cannot shiver. They burn a special brown fat instead, which produces heat directly without any muscle movement at all.
The short version
Shivering warms you by making muscles do deliberately useless work, because most of a muscle's effort comes out as heat anyway.

Clench and unclench your fists hard for thirty seconds in a cold room. Your hands warm noticeably — same trick, done on purpose.
