Every hair has its own muscle.
A thread of muscle runs from deep beside the root to the underside of the skin. When it shortens, the hair tilts upright and the skin tents.

You cannot decide to do it.
The nerves running to those muscles belong to the automatic system, the same one that handles your heartbeat. No amount of trying works.

On a furry animal it traps warm air.
Raised fur is thicker fur, and thick fur holds a deeper layer of still air. That layer is the actual insulation.

Raised fur also makes an animal look bigger.
A startled cat puffing up is running the same reflex. Looking larger is worth something in a standoff you would rather not have.

On human skin it does almost nothing.
Our hairs are far too short and sparse to trap air or impress anyone. The reflex survived long after the fur it was built for.
Music can trigger it too. Strong emotion runs through the same automatic nerves as sudden cold.
