Why Does Concrete Go Hard Under Water?
Concrete does not dry out — the cement reacts with water and grows crystals that lock the stones together.

Everyone assumes concrete dries. It does not.
Cement powder and water react with each other chemically. The water is not evaporating away — it is being built into the solid.

The cement grows crystals into every gap.
As the reaction runs, needle-like crystals sprout from every cement grain and grow through the spaces, tangling into their neighbours.

The stones do the heavy work.
Cement is only about a tenth of the mix. The gravel and sand carry the load, and the cement is just what holds them all in place.

Because it reacts, it can set under water.
A bridge footing poured into a riverbed sets perfectly well. Anything that hardened by drying could never do that.

It is strong to squash and weak to pull.
Concrete carries enormous weight but snaps if bent. Steel bars are cast inside it to take the pulling, and the pair together is what modern building runs on.
Roman concrete harbour walls have stood in seawater for 2,000 years. Seawater slowly grows new interlocking crystals inside them, so they have been getting stronger, not weaker.
